From the archive: When American vehicles swapped muscle for MPG

The automobile trade’s response to the UK’s new zero-emission vehicle mandate hasn’t been optimistic, not least as some makers are unable to conform – and right here we will hear echoes from early-Seventies America.

Americans had turn into conscious about environmental injury post-war, primarily by means of the smog hanging over many main cities, and so it turned a key concern within the 1968 US presidential election.

That was gained by Republican Richard Nixon, who mentioned in his 1970 state of the union handle: “The automobile is our worst polluter of the air. Adequate control requires further advances in engine design and fuel composition. We shall intensify our research, set increasingly strict standards and strengthen enforcement procedures, and we shall do it now.”

Two months later, an astonishing 20 million Americans got here out in protest on the inaugural Earth Day.

That December, Nixon signed into federal legislation a Democrat’s invoice, the Clean Air Act, and created the Environmental Protection Agency (EPA) to implement its necessities.

Already makers have been required to chop emissions by 70% from 1967 (these limits set by California) to 1970, and but the brand new invoice required a 90% discount in hydrocarbons to 0.41g/mi and in carbon monoxide to three.4g/mi by 1975, and to 0.41g/mi of nitrogen oxides (NOx) by 1976.

The required know-how didn’t but exist, however that was the purpose: regulation to spark innovation.

In response, Ford issued this assertion: “Some of the modifications on this invoice might forestall continued manufacturing of vehicles after 1 January 1975. Even if they don’t cease manufacturing, they may result in enormous will increase within the worth of vehicles. They might have an amazing influence on all of American trade and will do irreparable injury to the American financial system. And but, in return for all of this, they’d result in solely small enhancements within the high quality of the air.

“This just isn’t a query of how decided we’re to manage air air pollution from vehicles, neither is it a query of how a lot we’re keen to spend. No matter how a lot we spend and the way many individuals we assign to the duty, we don’t suppose we will do it by 1975.

“The American automobile industry is now beginning a crucial effort to turn back the rising tide of imported cars. If we are compelled by hasty and ill-considered legislation to raise our prices more than is necessary to achieve clean air, the struggle against imports could be lost.”

Wondering if the combustion engine might need even reached its technological restrict, American makers began investigating hybrid, electrical and – get this – steam vehicles as future options.

Two years later, the temper hadn’t modified one bit. “The 1975/1976 standards would be a technical and engineering disaster,” complained Chrysler’s environmental chief at a convention, and his General Motors counterpart concurred.

Canada To Ban Sales Of New Cars That Produce Emissions From 2035

Canada is placing one other nail within the combustion engine’s coffin by asserting a zero-emission mandate. The ultimate model of the Electric Vehicle Availability Standard was revealed this week, and it features a gross sales ban on new automobiles that generate emissions from 2035.

Before that occurs, automakers energetic in Canada must adjust to different rules. Beginning with the 2026 mannequin 12 months, at the least 20 p.c of automobiles bought by an organization in a 12 months must be ZEVs (zero-emission automobiles). By 2030, the goal will enhance to 60 p.c, with the last word purpose being ZEV-only gross sales by the center of the following decade.

Canada ZEV mandate

It’s vital to notice the Electric Vehicle Availability Standard technically will not outlaw combustion engines from 2035. Aside from battery-powered EVs and hydrogen EVs, zero-emission automobiles will also be plug-in hybrids that may run solely on electrical energy. However, these PHEVs should work in EV mode “for a specified minimum distance before they transition to operating as hybrid vehicles, using both liquid fuels and electricity.”

Light-duty automobiles generate roughly half of Canada’s greenhouse gasoline emissions from the transportation sector. The transportation sector itself is answerable for a couple of quarter of the nation’s general greenhouse gasoline emissions. With the 2035 goal set, authorities challenge that polluting light-duty automobiles will all be faraway from the roads by 2050.

Canada is the most recent nation to place stress on automakers to change to zero-emissions automobiles. Earlier this 12 months, the European Union determined to ban sales of new cars that generate emissions from 2035, however ICE automobiles operating on artificial fuels might be allowed. The EU consists of 27 nations: Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic (Czechia), Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden.

The UK is now not a part of the EU nevertheless it too is focusing on 2035, a five-year delay in comparison with the unique plan. Countries such Norway, Israel, and Singapore are additionally setting aggressive targets for automakers to change to EVs. Similarly, an increasing number of states within the US intend to undertake these requirements within the coming years.

Official: ZEV mandate confirms car makers must sell 22% EVs in 2024

The government has finally confirmed details of the long-awaited zero-emission vehicle (ZEV) mandate ahead of its implementation in just three months’ time.

Starting from 1 January 2024, the government has confirmed that 22% of all manufacturers’ new car sales in the UK must be zero-emission vehicles (ZEVs).

This percentage will gradually increase over the years, reaching 28% in 2025, 33% in 2025, 38% in 2027, 52% in 2028, 66% in 2029, 80% in 2030, and finally 100% in 2035, when sales of new hybrid cars will be banned. Specific increments between 2030 and 2035 have yet to be finalized.

Manufacturers who fail to meet the target will face fines, although the specific form of these fines has not been outlined yet.

This announcement comes one week after the government delayed the 2030 ban on internal combustion engine (ICE) vehicles to 2035.

As part of the ZEV mandate, the government has approved flexibility measures for manufacturers who exceed or cannot reach the required ZEV targets.

Through a trading scheme, car makers can save compliance in years when they exceed the annual targets and use it in future years, or trade it with manufacturers that have fallen short. In the first year, car manufacturers can borrow up to 75% of their annual target, which will decrease to 25% in 2026 to support them in the early stages.

Grants have also been reintroduced, but not for car buyers. The mandate includes a plug-in van grant of up to £2500 for small vans and £5000 for large vans.

Meanwhile, concerns about leaving apartment residents behind in the electric age have been addressed by offering a £350 discount on the cost of home charge points to those living in apartments.

Transport Secretary Mark Harper stated, “Our mandate provides certainty for manufacturers, benefits drivers by providing more options, and helps grow the economy by creating skilled jobs.

Fiat 500e Gelateria: The Tiny Electric Ice Cream Van

The Fiat 500 has undergone a transformation to become “the world’s smallest, zero-emission gelateria” in response to stricter emissions regulations for diesel ice cream vans in cities.

This development is a response to the introduction of clean air zones in and around most UK cities. By the end of next year, 14 clean air zones are expected to be operational.

Many existing ice cream vans are outdated commercial vehicles equipped with non-compliant diesel engines. This has resulted in a demand for cleaner alternatives.

Several London boroughs, including Camden, Greenwich, and Westminster, have either banned or restricted the use of combustion-engined ice cream vans due to excessive air and noise pollution. Additionally, the Ultra Low Emission Zone will expand to cover all 32 boroughs, effective August 29. Non-compliant vans within the M25 will incur a charge of £12.50 per day.

According to Fiat UK boss Damien Dally, the Fiat 500e Gelateria Edition is a one-off concept car based on the 500e Convertible that showcases the vehicle’s versatility in city environments. It is small, compact, and electric, designed with the brand’s Italian heritage in mind.

Fiat’s one-off modification of the 500 is inspired by a 1950s local Italian gelateria.

The rear seats have been replaced with a pair of battery-powered freezers. The van is adorned with blue-and-white paintwork and features a folding roof and canopy, adding to its cheerful appearance. Furthermore, it sports a bronze ‘Gelateria’ badge on the front wheel arch, signifying its uniqueness as a one-off creation.

Fiat has also developed a custom chime that takes inspiration from the “operatic sounds of Italy”.
